This tool produces a file at those dimensions from a photo you already have, using fill to crop it square around the centre or fit to preserve the whole frame against a plain background. What it does not do is verify the official composition rules, and those are strict: the head must occupy roughly 50–69% of the image height, the eyes sit between 56% and 69% up from the bottom, the background must be plain white or off-white, the expression neutral with both eyes open, and no glasses. Check the current official guidance before submitting — a correctly sized photo can still be rejected on composition.
