Russia uses the same 35×45 mm rectangle as the UK, Australia and India, but MVD's regulation is more prescriptive than any of those: it states BOTH a maximum head height as a percentage of the frame and a fixed clear margin above the head, where most authorities publish only one or the other. This page covers the DOMESTIC internal passport (паспорт гражданина РФ) specifically — the biometric international passport (загранпаспорт) is a separate application with its own digital-upload specification, not this one.
