The UK size is the one most photo booths in Britain already produce, so a booth photo is usually the right shape to begin with. What goes wrong is scale: HM Passport Office warns that a print slightly too small leaves white gaps at the edges when the photo is scanned, and one slightly too large loses head size when it is trimmed to fit.
