The United States is the odd one out on shape: a 2×2 inch square, where almost every other country uses a 35×45 mm rectangle. A photo cropped to the rectangular size and sent to a US application is rejected on framing alone, which is the single most common reason a reused photo fails. The State Department also publishes the head-height range, and it is wide — an inch to an inch and three-eighths — so the crop has more tolerance than the shape does.
